About the Presenter
David M. Kahn, Esq. founded ERISA Compliance Services.  He was an investigator, senior investigator and manager with the U.S. Department of Labor, Employee Benefits Security Administration San Francisco Regional Office.  His responsibilities included administering and enforcing the Employee Retirement Income Security Act of 1974(ERISA).  David has more than 25 years’ experience in ERISA enforcement. David has served on a number of national and regional EBSA teams including the team that developed the targeting system that is used to initiate EBSA investigations. During his tenure with the Department David conducted numerous investigations.  As a manager David had the responsibility and authority to negotiate settlements with Plan fiduciaries and their attorneys. In his role as a consultant, David’s clients were able to minimize their liability for breaches of fiduciary responsibilities resulting in fewer damages.  As a result of David’s continuing relationship with DOL officials, David has kept abreast of the DOL’s current enforcement efforts.  Recently, David has been retained with respect to investigations conducted by DOL to ensure compliance with the Affordable Care Act.  David has made numerous presentations to organizations of professional organizations providing services to ERISA such as investment brokers, human resource professionals, and third party administrators such as NIPA.  David holds a law degree from Golden Gate University.
