The Presentation


This program will include an overview of the key retirement reforms being considered by the 117th Congress. Congressional Democrats’ “Build Back Better” budget reconciliation package includes several significant proposals to increase retirement plan coverage and incentivize retirement savings. One proposal would require employers that have more than five employees to provide access to a retirement plan or IRA that automatically enrolls employees, whereas another would change the existing nonrefundable Saver’s Credit into a refundable tax credit that would be directly contributed as a matching contribution to a tax-favored retirement account. Other provisions would limit IRA and defined contribution retirement plan accumulations and prohibit certain investment options in IRAs. At the same time, Congress has also begun work on a set of comprehensive retirement reforms to build on the changes enacted in 2019 as part of the SECURE Act.

Brigen L. Winters, Groom Law Group  


Brigen L. Winters is a principal at Groom Law Group, Chartered, where he chairs the firm's Policy and Legislation practice group. Mr. Winters counsels employers, plan administrators, financial institutions, insurers, trade associations, and coalitions on retirement, executive compensation, health and welfare, and tax issues, and on regulatory and legislative matters.

 

Brigen returned to Groom in 2002 after serving as majority tax counsel to the House Committee on Ways and Means, where he was responsible for all issues related to retirement, health, executive compensation, insurance, and tax-exempt organizations. He uses his many years of “inside the beltway” experience and his knowledge of substantive and procedural issues to assist clients on compliance issues and obtaining favorable outcomes through regulatory guidance from the Internal Revenue Service and Departments of Treasury, Labor, and Health and Human Services and legislative amendments from Congress. Mr. Winters is a frequent speaker on retirement, executive compensation, health, and tax issues. Mr. Winters received his J.D. from the University of Virginia School of Law and his B.A., summa cum laude from James Madison University.


David N. Levine, Groom Law Group


David N. Levine is a principal at Groom Law Group, Chartered. He advises plan sponsors, advisors, and other service providers on a wide range of employee benefits matters, from retirement and executive compensation to health and welfare plan matters.

 

Mr. Levine advises on the design and redesign of complex retirement, executive, and health and welfare plans; ongoing, day-to-day counseling of plan sponsors; in-depth compliance reviews of corporate and governmental benefit programs; products and compliance for retirement and health service providers and representation of tax-exempt organizations with respect to issues involving corporate governance, executive compensation, and unrelated business income tax liability.
